About PMSA

Property Management Services Authority is a statutory body established under the Property Management Services Ordinance (Cap. 626) in 2016. Property Management Services Authority is tasked to regulate the provision of property management services by companies and practitioners in Hong Kong and to promote professional development of the industry.

As a statutory regulatory body on property management industry, the Property Management Services Authority aims to encourage and assist property management companies and property management practitioners in striving for enhancement in professionalism and quality and providing the public with higher quality property management services through formulating and implementing a licensing regime and other complementary measures that suit the situation in Hong Kong.

Property Management Services Authority operates in self-financing model. Its income is generated from levy and licence fees. Levy is collected in accordance with the Property Management Services Ordinance (Cap. 626) and the Property Management Services (Levy) Regulation (Cap. 626A) thereof. With the implementation of the licensing regime for the property management industry commencing on 1 August 2020, the Property Management Services Authority also receives licence fees from property management companies and property management practitioners in accordance with the Property Management Services (Licensing and Related Matters) Regulation (Cap. 626B).

Mission

The Property Management Services Authority adopts a three-pronged approach by implementing the regulatory licensing regime, setting standards for integrity and encouraging a culture of continuous learning on integrity, competence and professionalism of the industry through collaboration with different Government departments, public bodies and industry associations so as to galvanise efforts in enhancing the status and professionalism of the property management industry.​​​​​​​
