Property Management Services Authority Holds Property Management Industry Continuing Professional Development Seminar at the 
3rd International Property Management and Procurement Expo
Guest Speakers Deliver Keynote Speeches on the Three Core Values of the Property Management Industry

(Hong Kong, 31 August 2023) The Property Management Services Authority (PMSA) held a Continuing Professional Development (CPD) seminar at the 3rd International Property Management and Procurement Expo (Expo) today. Three guest speakers were invited to deliver keynote speeches on the three core values of the property management (PM) industry at the “Embracing the New Era for PM” Commemorative Ceremony 2023 to encourage the industry to continuously advance towards enhanced quality and professionalism.

Following the ending of the three-year transitional period under the PM industry licensing regime on 31 July this year, the PM industry of Hong Kong formally embraces a new era whereby relevant property management companies (PMCs) and property management practitioners (PMPs) are all licensed and advancing towards enhanced quality and professionalism. The PMSA has invited Ms Quince CHONG, Chief Corporate Development Officer, CLP Power Hong Kong Ltd.; Hon Doreen KONG, Member of the Legislative Council; and Ir Alfred SIT, Senior Advisor to the President of Hong Kong Baptist University, Former Secretary for Innovation, Technology and Industry, Chief Executive and Secretary of the Hong Kong Institution of Engineers to deliver keynote speeches on the three core values of “Quality”, “Integrity” and “Advancement” to be upheld by the PM industry when providing PM services to the community.
 
Chairperson of the PMSA Dr James WONG said, “Under the PM industry licensing regime, the near-750 licensed PMCs and over 12,000 licensed PMPs managing various types of properties and responsible for various aspects of PM work within the industry will uphold the three core values of “Quality”, “Integrity” and “Advancement”, driving the PM industry to advance towards enhanced quality and professionalism, and striving to enable the public to live and work in harmony.”

Around 1,000 participants attended the seminar in person or online, of which most were from the PM industry. All PMP licensees who completed the seminar would earn two recognised CPD participation hours under the PMSA’s CPD Scheme and would be awarded an electronic certificate of participation by the PMSA.

The PMSA launched the CPD Scheme in early 2022 on voluntary participation basis, and following the ending of the licensing regime transitional period on 31 July 2023, the CPD Scheme was implemented on mandatory basis in stages to encourage PMP licensees to participate in CPD activities/courses organised/recognised by the PMSA. These activities/courses are diverse in topics and formats, and PM practitioners may choose to participate based on their interests and needs. As of 31 August 2023, over 240 activities/courses organised by PMSA Recognised Professional Bodies have been recognised under the Scheme. The PMSA will continue to work with industry bodies, relevant Government departments and public organisations to organise various PM-related seminars and activities so as to offer industry practitioners more opportunities for continuous education. As stipulated, PMP (Tier 1) licence holders will be required to participate in the CPD Scheme on mandatory basis from 1 January 2024 onwards; and PMP (Tier 2) licence holders will be required to participate from 1 January 2025 onwards. From 1 August this year onwards, the PMSA, in accordance with the Property Management Services (Licensing and Related Matters) Regulation, has imposed condition on all newly issued or renewed PMP (Tier 1) licences (3-year validity), requiring the licensees concerned to fulfil the CPD participation requirement for each year (i.e. attaining at least 12 CPD hours) in the two immediate CPD years before the expiry year of their newly issued/renewed licence (i.e. the year of 2026 or thereafter).

As for PMP (Tier 2) licence holders, since mandatory participation will come into effect from 2025 onwards, a condition will be imposed on all PMP (Tier 2) licences (3-year validity) issued or renewed within the period from 1 August to 31 December this year, requiring the licensees concerned to fulfil the CPD participation requirement (i.e. attaining at least 6 CPD hours) in the CPD year (i.e. the year of 2025) before the expiry year (i.e. the year of 2026) of their newly issued or renewed licence. For PMP (Tier 2) licences (3-year validity) issued or renewed from 2024 onwards, a condition will be imposed requiring the licensees concerned to fulfil the CPD participation requirement for each year (i.e. attaining at least 6 CPD hours) in the two immediate CPD Scheme years before the expiry year of their newly issued or renewed licence (i.e. the year of 2027 or thereafter).
