Property Management Services Authority 
Announces Professional Body Recognised

The Property Management Services Authority (PMSA) announced today that the Honorary Fellows, Fellows and Members of the Chartered Institution of Building Services Engineers (CIBSE) Hong Kong Region have been added to its list of Recognised Professional Bodies (RPBs). These memberships are in compliance with the requirement concerning professional qualification for the Property Management Practitioner (PMP) (Tier 1) licence issued by the PMSA.

Chairperson of the PMSA Dr James WONG said, “The PMSA welcomes CIBSE Hong Kong Region’s application and its recognition as a PMSA RPB successfully. We look forward to working together on regulating by licensing, formulating Codes of Conduct and encouraging continuing professional development to enhance the status and professional service standard of the property management (PM) industry in Hong Kong.”

The PMSA examines CIBSE’s application based on five criteria, namely, its relevance to the PM profession in Hong Kong, membership criteria, mechanism to regulate professional conduct, requirement on members’ continuing professional development, as well as recognition of the organisation within the industry.

Under the PM industry licensing regime, one of the criteria for holding a PMP (Tier 1) licence is that the applicant has to hold a designated class of membership of a PMSA RPB. The PMSA has previously recognised the following nine professional bodies (in alphabetical order):

  1. Building Services Operation and Maintenance Executives Society (Members of the Property and Facility Management Stream have been recognised);
  2. Chartered Institute of Housing Asian Pacific Branch;
  3. Hong Kong Institute of Certified Property Managers (Fellow Members (Practising) have been recognised);
  4. Hong Kong Institute of Real Estate Administrators (Members of the Property & Facilities Management Division have been recognised);
  5. Royal Institution of Chartered Surveyors (Chartered Members (Hong Kong) of one of the following 10 divisions have been recognised: Building Control, Building Surveying, Commercial Real Estate, Corporate Real Estate, Facilities Management, Management Consultancy, Planning and Development, Project Management, Property Finance and Investment, Residential);
  6. The Hong Kong Chapter of International Facility Management Association;
  7. The Hong Kong Institute of Facility Management;
  8. The Hong Kong Institute of Housing; and
  9. The Hong Kong Institute of Surveyors (Fellows/Members of the Building Surveying Division, General Practice Division, Land Surveying Division, Planning and Development Division, Property and Facility Management Division, Quantity Surveying Division have been recognised).
