First Anniversary of Smooth Implementation of the Property Management Licensing Regime after Ending of Three-year Transitional Period

The Property Management Services Authority (PMSA) held the First Anniversary Ceremony of Smooth Implementation of the Property Management (PM) Licensing Regime after Ending of the Three-year Transitional Period cum Continuing Professional Development (CPD) Seminar under the theme of “Continuous Advancement, Healthy Development” at the Hong Kong Convention and Exhibition Centre today. Over 2,500 PM industry stakeholders participated in person and online.

The three-year transitional period since the implementation of the PM industry licensing regime from August 2020 ended smoothly in late July last year, symbolising that the PM industry of Hong Kong had entered into a new era whereby all PM companies and relevant practitioners are licensed and advancing towards enhanced quality and professionalism.

Dr James Wong, Chairperson of the PMSA, said at the ceremony, “On the same day last year, we witnessed together the smooth transition of the PM industry licensing regime which was a historical milestone whereby the industry entered into a new era. Today, we are gathering together again and Hong Kong currently has more than 780 licensed PM companies and over 14,000 licensed PM practitioners, providing PM services to over 2.4 million units in different types of properties. It is a major professional taskforce which is closely related to the daily lives of everybody. It is also invaluable asset and resource in driving the healthy and sustainable future development of Hong Kong.  Among this professional taskforce of over 14,000 practitioners, 60% of them are male and 40% are female. The average age is 45, the youngest being only 21-year old, the oldest being 87, and 40% aged under 40, reflecting that many young people have joined the PM industry in recent years thereby more practitioners in the industry taking up supervisory or managerial role at a young age. This also underlines that PM work is a “new dawn” industry of Hong Kong and everybody is looking forward to its future growth.”

The Secretary for Home and Youth Affairs Ms Alice Mak Mei Kuen, Under Secretary for Security Mr Michael Cheuk Hau Yip, Director of Home Affairs Mrs Alice Cheung Chiu Hoi Yue, Deputy Director-General of the Department of Educational, Scientific and Technological Affairs of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region Mr Ye Shuiqiu, along with the PMSA Chairperson Dr James Wong, Vice-Chairperson Professor Eddie Hui and other PMSA Members, officiated at the ceremony, and presented awards to PMSA Recognised Professional Bodies, industry organisations, Government departments, public and private organisations and tertiary education institutions to show appreciation for their continuous support to the implementation of the PM industry licensing regime by the PMSA. In addition, Mr Peter Leung Wai Ki, Senior Superintendent, Inter-departmental Counter Terrorism Unit of the Hong Kong Police Force, gave a presentation during the CPD seminar on how the PM industry could support the Government's inter-departmental counter-terrorism efforts to maintain Hong Kong's public safety. PM Practitioner licence holders may earn recognised CPD hours under the PMSA CPD Scheme for attending the ceremony and seminar.

Secretary Mak said when she addressed the ceremony, "Since the full implementation of the licensing regime, members of the public have raised their expectation on licensed property management companies and the property management practitioners.  I encourage all practitioners to uphold their work commitment, strive for self-enhancement, and provide better property management services to the public so as to build a more prosperous community together with the Government.”

Dr James Wong also encouraged all PM industry practitioners at the ceremony, “Today is the time that we should compliment ourselves as we mark the first anniversary of smooth implementation of the PM industry licensing regime after the ending of the transitional period. As a result of our collaborative efforts, the professional status and service standard of the PM industry have been enhanced and are well recognised by different sectors of the community. We should all feel proud of being a member of the industry.”

As the statutory authority for the PM industry of Hong Kong, the PMSA will continue to dedicate itself towards strengthening collaboration with various stakeholders in society to drive the PM industry through the three-pronged approach of “Regulating by licensing”, “Setting professional standards” and “Promoting CPD” to provide PM services of better quality and professionalism for members of the public through upholding the three core values of “Quality”, “Integrity” and “Advancement”. 

Last but not least, Dr James Wong also stressed at the ceremony, “I earnestly hope that, in addition to enhancing professional status and standard, the PM industry will also step up and actively support the implementation of Government policies to help resolve different social issues, thereby enhancing the sense of wellness and developing together a loving and caring community for living and working in harmony.”
