Property Management Services Authority Organises Property Management Industry Mascot Design Competition
Calling for Outstanding Design Submission to Pay Tribute to Property Management Practitioners Who Shoulder Crucial Responsibilities as “Property Guardians”

The Property Management Services Authority (PMSA) announced today the launch of the Property Management (PM) Industry Mascot Design Competition which is jointly organised with the Hong Kong Design Institute (HKDI) and the Technological and Higher Education Institute of Hong Kong to call for outstanding design submission to pay tribute to PM practitioners who shoulder the crucial responsibilities as “Property Guardians”.

Dr James Wong, Chairperson of the PMSA said, “With the successful implementation of the PM industry licensing regime, the PM industry of Hong Kong has entered into a new era and is advancing towards enhanced quality and professionalism, contributing positively for the public to work and live in harmony.”

Dr James Wong emphasised, “Under the licensing regime, there are nearly 15,000 licensed PM managers/officers currently. They are a major professional force leading frontline PM workers to safeguard our properties, providing professional PM services behind the scene to over 2.4 million units in different types of properties in Hong Kong including large-scale housing estates or single-block residential buildings, offices and commercial buildings, industrial buildings, carparks, shopping malls, composite buildings, etc. They strive to ensure that our daily life runs normally and smoothly, enhancing the sense of well-being of members of the public by dedicating themselves to building a better and more harmonious community. I appeal earnestly for everybody to unleash their creativity and participate in the PM Industry Mascot Design Competition, so as to enhance society’s understanding of the PM profession and pay tribute to the unsung PM heroes who shoulder the crucial responsibilities as ‘Property Guardians’.”

The PM Industry Mascot Design Competition comprises the Secondary School and the Tertiary Institute categories. The Champion, first and second runners-up from each category (and an additional five merit awards for Secondary School category) will be selected by a professional judging panel. Members of the public will be invited to cast their vote for the “Most Popular Entry” on the PMSA Facebook Page. Winners will receive cash prize and certificate as incentives, and the mascot design best represents the Hong Kong PM industry may be adopted by the PMSA in its publicity and promotional work concerning the PM industry, and as industry spokesperson and ambassador to strengthen the understanding and identity of the PM industry among the general public, especially young people.

Online submissions are accepted from today onwards and the deadline for submission is 30 April 2025. The PMSA will also arrange a briefing session for the competition on 19 December 2024 (Thursday) at the HKDI. All local full-time secondary and tertiary students interested to participate in the competition are welcomed to join the briefing session. The PMSA has implemented the PM industry licensing regime in Hong Kong pursuant to the Property Management Services Ordinance (Cap. 626) since 1 August 2020. Under the licensing regime, PM companies (PMCs) providing more than one category of prescribed PM services to any property subject to deed of mutual covenant, and PM practitioners (PMPs) serving managerial or supervisory roles in licensed PMCs to provide PM services must hold valid PM licence issued by the PMSA in order to provide PM services in compliance with the law. PMP licences are divided into two classes. PMP (Tier 1) licence holders shall, in addition to holding a relevant Bachelor’s degree or above and with relevant PM work experience, also possess professional qualification as a member of a PMSA Recognised Professional Body. PMP (Tier 2) licence holders shall hold an associate degree / diploma or above and possess relevant work experience.
