Property Management Services Authority to Gazette List of Property Management Company and Property Management Practitioner Licence Holders
In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap. 626) (PMSO), the Property Management Services Authority (PMSA) will publish in the Gazette tomorrow the list of Property Management Company (PMC) and Property Management Practitioner (PMP) licence holders under the property management (PM) industry licensing regime as of 31 October 2024.
The three-year transitional period of the PM industry licensing regime ended on 31 July last year. As of today, the PMSA has already issued nearly 800 PMC licences and 20,000 PMP licences. Discounting those who have obtained both formal and provisional licences as well as those who hold more than one class of licence, there are currently around 15,000 PMPs holding licence who together provide PM services to over 2.4 million units in different types of properties in Hong Kong.
Dr James Wong, Chairperson of the PMSA, said, “After the smooth transition of the licensing regime, the industry has continued to apply for licence proactively; the PMSA receives around 200 PMP licence applications every month. Besides first-time licence applications, this also includes provisional PMP licence holders applying for formal PMP licence, and PMP (Tier 2) (commonly known as PM Officer grade) licence holders who have stepped up their academic and professional qualification, accumulated sufficient PM experience and subsequently applying for PMP (Tier 1) (commonly known as PM Manager grade) licence. This is a reflection that the PM industry is confident in the licensing regime and the industry’s long-term development, and that PM is a sunrise industry which could provide a career ladder for PMPs to develop and upgrade themselves within the industry.”
During the three-year transitional period of the PM industry licensing regime, the PMSA issued provisional licence to around 5,500 experienced PMPs who did not have the relevant academic/professional qualification, of which nearly 4,000 (73%) have successfully completed PMSA Specified Course and obtained formal PMP licence. Those yet to enrol in PMSA Specified Courses should soonest possible identify appropriate course provider and enrol in such course so as to ensure completion of the course within the validity of the provisional licence and then apply for formal PMP licence immediately afterwards. Specified Course attendants may apply for Continuing Education Fund subsidy.
In addition, under the PM industry licensing regime, the PMSA has recognised 46 PM-related courses offered by local tertiary institutions as specified academic qualification for PMP (Tier 1) licence application. Four of the concerned institutions including the Li Ka Shing School of Professional and Continuing Education, Hong Kong Metropolitan University; School of Professional and Continuing Education, The University of Hong Kong; School of Professional Education and Executive Development, The Hong Kong Polytechnic University and Hong Kong College of Technology have specifically provided fast-track routes to completing their specified academic programmes for PMP (Tier 2) licence holders. These include direct entry to second year (for 2/3-year curricula) or exemption of study from certain courses/modules, such that the PMP (Tier 2) licence holders can complete the course soonest possible, and then apply for PMP (Tier 1) licence and enhance their professional standard and status. Under the Property Management Services Ordinance (Cap. 626), PMCs providing more than one category of prescribed PM services to property subject to deed of mutual covenant, and PMPs serving managerial or supervisory roles in licensed PMCs to provide PM services must hold valid PM licence issued by the PMSA. PMP licences are divided into two classes. PMP (Tier 1) licence holders shall, in addition to holding a relevant Bachelor’s degree or above and with relevant PM work experience, also possess professional qualification as a member of a PMSA Recognised Professional Body. PMP (Tier 2) licence holders shall hold an associate degree / diploma or above and possess relevant PM work experience.
