Property Management Services Authority to Gazette List of Property Management Company and Property Management Practitioner Licence Holders
In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap. 626), the Property Management Services Authority (PMSA) will publish in the Gazette tomorrow the list of Property Management Company (PMC) and Property Management Practitioner (PMP) licence holders under the property management (PM) industry licensing regime as of 31 January 2025.
Since the implementation of the PM industry licensing regime from 1 August 2020, the PMSA has already issued over 800 PMC licences and 20,000 PMP licences. Discounting those who have obtained both formal and provisional licences as well as those who hold more than one class of licence, there are currently around 15,000 PMP licence holders who together provide PM services to over 2.4 million units in different types of properties in Hong Kong.
Dr James Wong, Chairperson of the PMSA, said, “After the ending of the three-year transitional period of the PM industry licensing regime on 31 July 2023, in addition to handling licence renewal work, the PMSA receives around 200 new PMP licence applications every month. Besides PM practitioners, these applications are also made by practitioners of other professional disciplines, including surveying, architecture, security, estate agents, accounting and finance, etc. This is a reflection that whether those within or outside of the PM profession all have confidence in the licensing regime and the long-term development of the PM industry, and are convinced that holding PMP licence issued by the PMSA will be beneficial to their future professional development.”
Dr Wong further emphasised, “This team of PM professionals has continuously enhanced their professional knowledge and competency under the licensing regime and carried out their duties as ‘Property Guardians’, ensuring that our everyday life runs normally and smoothly for building a better and more harmonious community. They are indeed important assets and invaluable resources to Hong Kong society.”
Under the Property Management Services Ordinance (Cap. 626), PMCs providing more than one category of prescribed PM services to property subject to deed of mutual covenant, and PMPs serving managerial or supervisory roles in licensed PMCs to provide PM services must hold valid PM licence issued by the PMSA.
PMP licences are divided into two classes. PMP (Tier 1) licence holders shall, in addition to holding a relevant Bachelor’s degree or above and with relevant PM work experience, also possess professional qualification as a member of a PMSA Recognised Professional Body. PMP (Tier 2) licence holders shall hold an associate degree / diploma or above and possess relevant PM work experience.
