Delivering Integrity
Practicing strong governance is one of the cornerstones of the property management (PM) industry to raise service standard and build trust with members of the public.
The Property Management Services Authority (PMSA) has been working closely with the Independent Commission Against Corruption (ICAC) to embark on several joint anti-corruption initiatives, strengthening the capabilities and awareness of the PM industry in preventing corruption and fostering a culture of integrity in order to raise the level of integrity and professionalism of the PM industry of Hong Kong.
Strengthening Corruption Prevention Capabilities and Awareness
To strengthen the capabilities of the PM companies (PMCs) and practitioners (PMPs) in preventing corruption, the PMSA has been formulating for the PM industry Codes of Conducts and relevant Best Practice Guides, including Prevention of Corruption, Prevention of Corruption – Staff Recruitment and Management, Handling Moneys Received on behalf of Clients by Property Management Companies, Handling Payment for or Arranging Payment to be Made by Clients and Carrying out Procurement for Clients and Prevention of Bid-rigging, etc. In addition, the PMSA has also jointly published various guidelines and training materials on corruption prevention with the ICAC to remind PMCs and PMPs to pay attention to any behavior or situation which may be unlawful or unethical.
This Guide offers effective and practicable guidelines to help PMCs identify and mitigate corruption risks in areas such as general management services, building maintenance, procurement and staff administration, and empowers PMCs to build a resilient ethical culture.
This pamphlet lists the common red flags in PM in order to facilitate residents, PMCs and PMPs to identify the corruption problems and implement preventive measures in a timely manner.
This video is a full recording of ICAC’s sharing on how the PM industry could raise its integrity standard at PMSA’s continuing professional development (CPD) seminar in October 2022. PMP licence holders who watch the video will be considered to have participated in an “Unofficial” activity under the “Core” content category of the PMSA CPD Scheme and can earn one CPD hour.

Corruption Prevention Advisory Service
The Corruption Prevention Advisory Service under The Corruption Prevention Department of the ICAC is dedicated to providing free, confidential and tailor-made corruption prevention advice for organisations/corporations on management policies of everyday business (e.g. procurement, human resources, etc.). PMCs may find various pertinent and useful corruption prevention resources on the Corruption Prevention Advisory Service website such as staff codes of conduct, corruption prevention guides and tools, case studies, corruption prevention tips and Corruption Prevention Red Flags; and may subscribe to the Corruption Prevention Advisory Service Electronic Newsletter to receive the latest corruption prevention information regularly.
