Property Management Services Authority Specified Courses
The Property Management Services Authority Specified Courses are designed for property management practitioners who possess the specified work experience but do not have the required academic and/or professional qualifications to apply for formal property management practitioner licence. They may apply for provisional licence during the three-year transitional period under the property management industry licensing regime, and upon completion of the Specified Course within the validity of the provisional licence, they may then apply for formal licence without the academic and/or professional qualifications required.
As the three-year transitional period has ended on 31 July 2023, and the Property Management Services Authority will not accept any further application for provisional property management practitioner licence after the transitional period, the four tertiary institutions appointed as course providers will only offer courses according to market demand and fulfillment of suitable application headcount.
Moreover, Specified Courses (Tier 1) and (Tier 2) each take at least 9 and 6 months to complete all lectures, assessment activities and issuance of graduation certificates. Provisional property management practitioner licence holders who have yet to enroll in Specified Courses should make arrangements in choosing an appropriate course provider soonest possible so as to ensure completion of the Course within the validity of the provisional licence, such that they have met the requirement for application of formal property management practitioner licence and can apply immediately.
Specified Courses are on the list of Reimbursable courses under the Continuing Education Fund (CEF). Students may apply for the CEF to subsidise the course fee upon completion of the course and fulfilling the specified attendance and assessment requirements.

| Course Assessment | - Students are required to attend 80% of classes of each module. - Students are required to complete all assessments in each module and achieve 50% of the total possible marks in all assessments, or the percentage required by the course provider (whichever is higher). - Assessment methods include written tests, individual assignments, short essays, case studies, group projects, etc. Written tests should account for 15% – 25% of the total assessment activities. |

Course arrangement
The latest arrangements regarding offering of the Property Management Services Authority Specified Courses from now until June 2025 are listed below for property management practitioners to plan and make arrangements soonest possible based on their personal circumstances (As of 8 October 2024). Due to course restructuring at the School of Continuing and Professional Education (SCOPE), City University of Hong Kong, Specified Courses (Tier 1) and (Tier 2) will no longer be offered by SCOPE from 1 April 2024 onwards. The Property Management Services Authority will continue to work closely with the other three Specified Courses course providers in order to ensure sufficient school places in the market in regard to the needs of the industry.
